Should there be a gasket or o-ring between the distributor and the Block? I seem to have some oil around my distibutor

Some distributors are specifically designed to have an O ring but on a conventional stock distributor anything much thicker than a thin paper gasket and you run the risk of the distributor gear not properly engaging the cam gear,more or less depending on the thickness of the gasket material.
